La  Asociación Americana de Juristas, -ONG con estatuto consultivo ante la ONU - expresa:

1)      su alborozo por el fracaso del golpe de estado en Venezuela, el restablecimiento de Hugo Chávez en la Presidencia de la República y de todas las autoridades constitucionales.

2)      su satisfacción por el reiterado compromiso del Presidente Chávez en su discurso de reasunción de pleno cumplimiento de la Constitución Bolivariana;

3)       que es imprescindible una investigación profunda de los hechos del 11 de abril que provocaron numerosos muertos y heridos, y de la represión y las detenciones ilegales y otros delitos de los días 12 y 13, para determinar sus responsables materiales e intelectuales y someterlos a juzgamiento conforme a la ley ante los tribunales competentes;

4)       que la salud de las instituciones democráticas exige la depuración de las fuerzas armadas y policiales de todos los elementos que participaron de la intentona golpista y/o se sometieron a los dictados de los usurpadores del poder y/o actuaron ilegalmente reprimiendo al pueblo, asi como el de los promotores intelectuales y  autores del golpe, y su juzgamiento con el máximo rigor y todas las garantías de la defensa en juicio;

5)      que al tiempo que saluda la actitud asumida por los gobiernos del continente que rechazaron la usurpación y le negaron su reconocimiento, lamenta la imprecisa declaración de la OEA, y manifiesta su repudio al papel en la instrumentación del golpe por el gobierno de Estados Unidos, y a la complicidad implícita del de España, que se abstuvo de condenar  la quiebra del orden constitucional y lo apoyó indirectamente en el comunicado conjunto de ambos países;

6)      la esperanza que en su futuro accionar el gobierno del Presidente Chávez avance, con plena participación popular, en la remoción de los obstáculos que frenan el desarrollo económico y la justicia social en Venezuela.

ENGLISH VERSION

The American Association of Jurists, an NGO with consultative Status with the
United Nations, declares:

1) its satisfaction due to the fail of the coup d´etat in Venezuela,
its satisfaction to the reestablishment of Hugo Chávez to the Administration
of the Republic and the reestablishment all constitutional authorities.

2) Its satisfaction for the commitment, assumed by President Chavez
several times in its re-assumption speech, for total respect of the
Bolivarian Constitution.

3) That it is essential to start a deep investigation of the 11th
April events that provoked many injured and casualties, as well as of
the illegal arrests and other crimes committed on 12th and 13th. The
investigation must lead to find both material and intellectual
responsibles of this crimes and judge them according to law and by a
competent jurisdiction.

4) That the health of the democratic institutions demands depuration
of the police and the armed forces and of all elements participating
in this coup d´etat attempt, and/or of those who accepted the
directives of the usurpers of the power and/or of those who illegally
repress the citizenship. The intellectual and the authors of the coup
d´etat must be judged giving them full guaranties of due process of
law.

5) At the same time that AAJ remarks the attitude assumed by the
governments of the American continent denying the usurpation and
denying recognition of the coup, it mourns the vague declaration of
the OAS, and expresses its repudiation to United States for its
role in the instrumentation of the coup d´etat. The AAJ also expresses its
repudiation to the implicit complicity of Spain, who abstained from
condemning the brokerage of the constitutional order and indirectly
supported the coup in the joint declaration of both countries.

6) The hope that in the forthcoming acts, Chavez administration advances,
with full popular participation, the remove of the obstacles
that slow down the economic development and social justice in
Venezuela.
