DECLARATION OF THE AMERICAN ASSOCIATION OF JURISTS REGARDING
THE CONFLICT BETWEEN INDIA AND PAKISTAN

Faced with the escalation of hostilities between India and Pakistan and
the danger to use of nuclear weapons, the American Association of Jurists, a
non-governmental organization with consultative status at the United Nations:

1.  Calls upon the governments of both countries to engage in every effort
leading to a negotiated solution to the conflict, based upon the right to
self determination of the people of Kashmir recognized by the UN; and to
firmly prevent any act that can lead to a war, particularly, actions involving
the use of nuclear armaments;

2.  Requests the Secretary General of the United Nations his immediate and
direct personal participation to mediate in the conflict and call for an
emergency meeting of the Security Council to discuss all the options
established in the Charter of the organization.
